A large-scale initiative by the government of India to create "telecentres" in villages throughout 

the country created a need for training materials to support hundreds of thousands of future telecentre 

managers. The Mission 2007 Training Commons initiative was established to develop OERs to meet 

this need. Training Commons sought to use a collaborative, open content approach that draws on the 

expertise of existing trainers in order to develop curriculum materials that are free, accessible online, and 

easily adapted. The aim of this case study is to understand and document the practices, processes, 

successes, and challenges of the partnership and the content development, and to assess the overall 

impact on stakeholders—including the trainers who use the materials, the managers (or trainees) who 

participate in the telecentre trainings, and importantly, the external open content community, which
